The energy performance certificate is a mandatory document if you want to sell or rent your home or want to make major renovations. It contains information on the energy efficiency of a building. Specifically, it determines how much energy is used to illuminate or produce domestic hot water for the building in question. The person who prepares this document is a certified energy auditor, and it is valid for 10 years from the moment of release.
The State Inspectorate for Constructions is responsible for verifying the unitary application of the legal provisions regarding the energy performance.

An energy efficient building is sold at a better price. How do you determine how high the energy efficiency is? The energy auditor performs some specific calculations and depending on the data obtained, an energy class is established. Thus, it is relevant to know what the certificate is based on, when it is necessary and how you can obtain it.

The energy performance of a home is defined as "the energy actually consumed or estimated to meet the legal needs of normal use of the building, needs that include mainly: heating, hot water preparation, cooling, ventilation and lighting." (sourcereptonline.ro).
The calculations made to establish the energy performance of the home are made based on several factors:

• thermal insulation of the building;
• the effects of neighboring buildings;
• own sources for energy production;
• the technical details of the house and of the installations as well;
• location and design of the building in relation to external climatic factors.

The energy certificate is based on two indicators: energy class, graded from A to G (class A being the most energy efficient) and energy grade (between 1 and 100, grade 100 being the best). It is obtained following a request from the beneficiary, being helpful and mandatory a visit made by the auditor to the building.

When is such a certificate needed?
This document is required primarily when performing a real estate transaction. In his absence, the contract of sale can be challenged in court or declared null and void. Also, if the home is purchased through the New House program, there is an even more precise condition that must be met: the home must be classified in energy efficiency classes A, B or C.
Attention, the energy certificate should not be confused with the energy audit. The latter is of a higher complexity and offers the applicant alternatives for modernizing the thermal, energetic and hot water installations.

To obtain this certificate you need the following:
• the request made by you;
• the contract with the energy auditor;
• documents given to the energy auditor - housing plan; information regarding the year of construction of the building, the area in which it is built, the architectural memory procured from the architectural project, details regarding the position of the windows, the insulation of the building;
• data collected by the auditor - by visiting the home.

What is the use of the energy certificate?
• guarantees the validity of certain documents - helps you when selling or renting the home;
• certifies the completion of the construction works - the report concluded at the completion of the construction is considered null if it is not accompanied by a copy of the certificate;
• provides important information - on how your home consumes energy for heating or cooling;
• correct price on the real estate market, depending on the energy class in which the house is included;
• helps to avoid certain risks.
