In the past, the Turnisor neighborhood was a Saxon village near the city of Sibiu. This village dates back to the 13th century, and its foundations were laid by a Saxon colony. The settlement was founded and is documented since the year 1336. Starting with 1734, Landlers also began to settle in this area.

After the end of the Second World War, the village of Turnisor is incorporated as a suburb of Sibiu. After 1980, the communist authorities demolished a large part of the Saxon houses located on Alba Iulia Street until the intersection with the streets Eduard Albert Bietz and Calea Turnisorului. In their place there are being built blocks out of prefabricated material.
Currently, the Turnisor neighborhood (Neppendorf in German) is a neighborhood of Sibiu.

After the 2000s, the construction of one of the largest residential complexes of new apartment buildings in Sibiu, the Alma Complex, began. It was built both on Frunzei Street and on Ogorului Street. Most of the apartment buildings have a ground floor plus four stories. However, there are also several residential towers both in the Alba Iulia area and in the Alma Residential Complex. In the area there are also institutions of interest such as: banks, schools and kindergartens, pharmacies and medical offices and commercial areas.
